On September 4th 2020, Congolese President Félix Tshisekedi informed his government that a mini-summit would be held in Goma between Ugandan, Rwandan, Burundian and Angolan heads of state. It was to focus on "peace and security in the region, diplomatic and political relations between these states and the revival of economic activities in the current context of the fight against Covid-19".

Burundi declined its participation because of the "busy schedule" of the country's authorities, according to a communication addressed to the Congolese Minister of Foreign Affairs. Burundi "considers the organization of a bilateral meeting at ministerial level" with the DRC as a priority, as a first step.

Ugandan  President Yoweri Museveni  has reportedly refused to fly over Rwandan airspace to Goma, suggesting that  he wants to deploy his troops to Goma's airspace to maintain his security or the summit be relocated to Lubumbashi (south-east).

 Tensions have been reported between Rwanda and Uganda in recent years. Angolan presidents Joao Lourenço and Congolese have organized at least two quadripartite meetings to settle the dispute between Rwandan presidents Paul Kagame and Ugandans.

The talk show  “Urubuga rw'Itangazamakuru” (Club de la Presse) broadcasted this Sunday 20-09-2020 in synergy by ten radio stations from all regions of the country and a television (TV Isango star) focused on “Relations between Great Lakes countries: postponement of Goma  mini-summit of Heads of States ”

Generally speaking, the invitees of the talk show explained that there is still disbelief between the countries of the Great Lakes, the bad relations between these countries started a long time ago, there are more than 5 years, and the solution of this uncertainty is still a long way off, based on the various meetings which are being prepared but which have not led to anything.

The invitees pointed out that the source of this irresponsibility is the concern between these countries as the issue of jealousy between the heads of state who are not happy with the development of neighboring countries. For their part, Burundi and Rwanda accuse each other of hosting and supporting terrorist groups to destabilize the regimes in place in the two countries while the relations of the DRC with Burundi and Rwanda are marked by the presence of refugees as well as Burundian and Rwandan rebels in eastern Congolese.

They also talked about the main cause on the postponement of this mini-summit in Goma, Congolese diplomacy did not take into account the depth of this conference, secondly Rwanda and its neighbors to the north and south that are Uganda and Burundi.

 DRC president had to clear the ground; that rounds the corners before inviting all these parties to sit around a table. It is as if someone in the middle of two fighting parties calls on them parties to come and talk to each other as friends as each of them continues to breathe resentment against the other party. .

Indeed, Uganda and Rwanda, which had shown some appeasement gestures towards each other in Angola, did not continue their efforts on the path to normalization. It is not yet open war, but the grudge between the two sides remains strong and the accusations that the two sides are making each other on a daily basis have not yet ended. The two countries have not made any additional gestures that would portend calm and peaceful talks.

Burundi for its part has a new President who is working to consolidate its foundations in a country which was ruled with a firm hand by a single man who embodied him. On the other hand, Burundi still accuses Rwanda of using Congolese soil to attack it. A few weeks ago, Burundi declared that Rwanda was pressing Burundian rebels on Congolese soil that were attacking it and the international community even feared on this occasion an open war between the two countries.

The citizens participated in the talk show by phone call; they sincerely asked the Heads of State to resolve this relationship early in order to easily collaborate with families and friends from neighboring countries.

The guests concluded the show by saying that at the moment they do not see the direct solution. The Heads of State themselves will have to make the right decision by their will.
