Rwanda’s Auditor General has yet again exposed how mismanagement of government contracts, project delays or abandonment, alongside idle asset cost taxpayers billions last year, dampening hopes of achieving key government goals on time.

The OAG report trend in financial audit opinions issued over the last three years showed that the percentage of entities that got unqualified financial opinion increased from 55% in 2019 to 57% in 2021.

Public entities that continue to return to PAC over gross mismanagement of public funds include Rwanda Social Security Board (RSSB), University of Rwanda (UR), Water and Sanitation Corporation (WASAC), Rwanda Energy Group (REG), and Rwanda Agriculture and Animal Resources Development Board (RAB).

Speaking in Club de la Presse talk show, Abbas Mukama, Deputy Ombudsman in charge of preventing and fighting corruption said they are working closely with anti-corruption committees in different institutions to investigate these corruption and fund mismanagement cases

“They often do it because of a lack of patriotic values ​​and dissatisfaction with what they receive from a country that trusts them.” Said Mukama

He said that many of those who were fired from their jobs were first given advice by their superiors, including the President himself, but they refused and ignored it because they did not remember the history of the country and did not value the government's trust in them.

Senator Mugisha Alexis said that it is not clear how leaders change when they get into office; after they have been appointed by the cabinet they are invited for discussions and check that they meet the requirements for the positions they have been appointed to before starting their duties

“When they meet us before starting their duties, they seem to be honest, but in a few days, we hear that they are stealing government funds.” He added

The journalist Joseph pointed out that the reason why some misuse public resources is that they are placed in positions based on certain reasons including nepotism, so those who embezzle government funds are more powerful than those who investigate them.

Another problem he raised is that when a person becomes a leader, he needs to live an expensive life compared to his salary, so some people do it so that their children can study well, live well, etc.

The conclusion given on this issue is that independent financial auditors should be appointed in public institutions that can show early the misuse of resources in these institutions.

They also suggested that properties of those who embezzled public funds should be seized auctioned off and a cadres’ school should be established to train leaders
