The talk show “Urubuga rw'Itangazamakuru” (Club de la Presse) broadcasted this Sunday, December 22 in synergy by ten radios and 1 Television (TV Isango star) focused on “The execution of evacuation program of Kigali residents in high zones”

Since December 10, families in different locations around Nyarugenge, Gasabo and Kicukiro district were forced to leave high risk zones and their homes have been razed to the ground. 

Main concerns raised:  

• How long was the evacuation program prepared and where are they evacuees moved to?

• The evacuees did not compromise with the authorities on fixing compensation prices for their property. What is the way out?

• What is the government's plan to evacuate other residents from sites with high environmental risk in other districts of the country?

According to Dr NSABIMANA Ernest / Vice Mayor “they are enforcing a relocation order issued in 2017, and repeated in May last year, asking all people living on hillsides, which are categorized as ‘mu manegeka’ or “high risk zones”, to leave.

City authorities say these people in low-laying areas have to leave as there has been flooding, and more heavy rain expected which puts them in danger.

The evacuation program of Kigali high risk zones is in the framework of minimizing the fatal risks of bad weather on the inhabitants who approached dangerously the swamps of the city of Kigali with the risks of flooding or landslide.

Dusengimana Samuel, permanent Secretary at MINALOC said that only people who own the property they were occupying at the time of the demolition can be given 90, 000Rwf for temporary accommodation while   tenants have been given 30,000Rwf

The citizens questioned the guests via sms and phone calls with sadness saying that evacuation is a good program but the operation was badly planned, first of all the citizens of spontaneous high risk dwellings must be treated with respect.

According to them, mid previous week they were issued with a 15 Day notice to leave these areas, considered wetlands. However, 3 days into the ‘Move’ notice, men wielding different tools descended on the villages and began destroying the homes. Some people were even still sleeping when the rowdy men arrived.

The invitees concluded that those who have land titles must be compensated as it should be while those who settled in these areas illegally have no right to seek for compensation but the government is ready to help in resettling them elsewhere as it does for all citizens.
